Chip Bircher

Co-Founder and CEO, SCL Consulting LLC

Colonel Chip Bircher, U.S. Army (Retired), is the CEO and Co-Founder of SCL Consulting, LLC where he helps leaders develop the resilient, secure organizations essential for operations in today’s continuously contested information environment. He is also the Executive Director of the Information Professionals Association, a non-profit focused on enhancing the cognitive security of the U.S. and our friends and allies.  During his 28-year Army career, Chip was the Army’s senior leader for Information Operations, led the study on Russian Next Generation Warfare in Ukraine, led operational and strategic-level Information Operations and Strategic Communication campaigns in Afghanistan on multiple deployments, and led the teams that defined and delivered the Army’s capability requirements for Cyberspace Operations and Electronic Warfare. Since retiring from the military, Chip has led organizations through holistic transformation efforts and is routinely sought out by senior technology and business leaders for advice and mentorship. Chip is a frequent presenter for global forums focusing on the threats nation-state actors pose to private industry and how to turn risk, governance and resiliency into operational assets.

Chris Boehm is Field Chief Technology Officer for the Americas at Zero Networks, where he helps organizations apply identity-based segmentation and zero trust principles to real-world network security challenges. With a background that spans engineering, strategy, and cross-functional leadership, Chris brings a systems-level view of how security programs succeed or fail in practice.

He has worked closely with teams across public agencies and Fortune 500 enterprises, supporting efforts from incident response to long-term security architecture planning. His technical foundation in threat hunting, intelligence, and reverse engineering allows him to connect emerging threats with practical mitigation strategies.

Chris’s experience is rooted in helping organizations navigate complexity, translating strategy into action and theory into defensible infrastructure.
